Submitter Rules

Effective March 3, 2023,  Rule 1.1 Submitting Entities  establishes the standards, procedures, and deadlines by which health and dental plans must submit data files to the Georgia All-Payer Claims Database.

Under O.C.G.A. § 31-53-51, the Governor’s Office of Health Strategy and Coordination is responsible for establishing submitter rules. As a part of the rulemaking process, the proposed submitter rules were published for public comment between December 21, 2022 and January 21, 2023. The following document summarizes the public comments received during this time period and the responses to those comments: Submitter Rules Comments and Responses .
