Data Submission Guide

Submitters to the Georgia All-Payer Claims Database (GA APCD) are required to follow specifications outlined in the following two documents:

  1. Version 2.1 of the APCD-Common Data Layout (APCD-CDL™)
  2. The GA APCD Data Submission Companion Guide  

The APCD-CDL™ is a trademarked, copyright-protected submission guide developed by the APCD Council that outlines national standards for claims data collection. Access to the APCD-CDL™ Version 2.1 is free, but submitters will need to register with the APCD Council to receive a copy of the submission guide. Submitters are encouraged to register with the APCD Council and request a copy of the APCD-CDL™ Version 2.1 using the following link: Request APCD-CDL™ | APCD Council.

  • Please note: the APCD Council has since released Version 3.0 of the APCD-CDL™. However, Georgia submitters should continue to use Version 2.1 of the APCD-CDL™ throughout the implementation of the Georgia APCD. Please be sure to request Version 2.1 of the APCD-CDL™ when registering your organization with the APCD Council.

The GA APCD Data Submission Companion Guide, developed by Onpoint Health Data, provides additional guidance to Georgia submitters to clarify, supplement, and further define specific data content requirements to be used in conjunction with the APCD-CDL™ Version 2.1. In this document, submitters will also find expected thresholds for achieving data element completeness in Georgia APCD submissions, in addition to file formatting guidelines required when submitting to Onpoint’s data collection portal, Onpoint CDM.
